Engine won’t start after cam belt change

I’ve just gone through the timing set up you gave me and I think I know where I went wrong,I i turned and torqued the tensioner after I’d torqued the cam pulleys,it says on the guide to do it before
 
no1 is usually flywheel end on french cars...

on the crank lock pin be careful its not in the balance web weight hole - the lock pin hole is more a square cut out in the crank web
