Horn issue

Hi, the horn on my 197 isnt working and I am trying to work out where the issue is. Am I right in thinking that the two brass tangs that connect to the right hand stalk, are the horn switch (via the sqaub), and should be short when the horn is pressed ?
 
Thanks for that. Cleaned the tracks in the squib and apart from spending most of the day on it, its all good now.
