**HELP** Not revving past 4000rpm

A friends Clio 200 isn't revving past 4000rpm when in gear and sounds as if there is a block in the system somewhere. Does anyone have any idea what could be causing this?

Sounds like it's gone in to limp mode. Were there any fault codes listed on the MFD next to the tacho?
Mine did that a couple of months ago and it said "injection fault". It was either the SprintBooster or an issue with the cat. My tech cleared the code and it hasn't happened since.
