Rubbing noise

Hello, when im driving I can hear a rubbing noise and the faster I go the louder it gets. When I brake or lift my handbrake up it stops the noise :S not sure at all what it could be. When it rains the noise gets worse.

Have had my brakes/discs checked and I cant see anything that's rubbing on them.
 
I took the wheels off and seen if anything was sticking/anything was caught there and all looked good. It could possible be that?
