what is this?

What's this? Connected to the throttle body....





And should it be full of white sludge? Which got me concerned about my headgasket... But under the filler cap and down the dipstick are fine.

What can I clean it with?

looks like some sort of pressure release valve as for weather it should be full of gunk i dont know sorry

its a one way valve for the crankcase breather system...

it carriers combustion gases back to the inlet manifold to be burnt again

as for the "sludge" it can collect in there if you do a few short trips as condensation will collect from the engine breather system

try some brake cleaner or wd40 to flush it through

I do lots of short trips as my trip to work is about 2/3 miles. Just looking at things that could possibly be causing the clios hesitation at high revs

I'll grab some brake cleaner to try
