Weak AC and fan not kicking in

HI,
My AC is very weak. It works, compressor kicks in, but it cools only a few degrees below ambient.
Also noticed radiator fan doesn't turn on when AC is turned on. Fan itself works as it turns on when coolant gets hot. Don't remember if Clio fan had 2 speeds? If yes, then I don't have lower speed as fan turns on straight into high speed when coolant gets hot.
Does anyone know what could be wrong?
