Water build up?

In the scuttle panel? There are rubber drainage pipes at each side that are prone to getting clogged, when I cleaned mine I did it from underneath, wheel off, rear wheel arch liner out, then poked up with a screwdriver. I had previously tried getting it from above but without any success.
It drains at the front under the bonnet where the plastic trim runs the width of the windscreen.
There are some slats that are supposed to prevent dirt and debris build up with a small drain in.
To fully get to them you have to remove the panel but provided you keep on top of it you will be fine.

Sorry, to clarify it is the rearmost front wheel arch liner. The front liner is in two pieces, you need to remove the rearmost one.
