Pre Cat or Cat

I’m looking to get rid of one but not sure which is the best route I want the car to go through MOT I don’t want to change the exhaust but feel if I remove the silencer and one of the cats I’m going to get what I want but which is the better to remove ?

Ive been considering this too, think i will go with the pre cat, will pass mot easier than just the normal cat.
