oil leak

So what's happening here? Is it coming from that middle bolt and needs to be undone, silicone around the base and then tightened up or something else?

I'm absolutely useless at knowing what levels need to be what etc... does this look right or should there be oil in here? Sorry for being a noob! :/

you will only see oil really when the engine is running - what you can see is the inlet camshaft and one of the roller followers that is adjusted by oil
pressure - you top up the oil via that oil cap opening - and check the level via the dip stick
