Odd question about wheel sizes

So, a 17" wheel.... Where abouts are they 17"? Is it the diameter of the bead where the tyre sits?

I once saw an eBay listing for some 18" Mitsu Evo X wheels, the seller goes on to describe them as something like:

"19.4" EVO WHEELS! THEY'RE ACTUALLY CLASSED AS 18" FOR SOME REASON BUT MEASURE OVER 19 INCHES!!!"

Obviously just whipped out a tape measure and measured along the face of the wheel.
