Is something missing from splitter?

I just noticed this gap on the top of my front splitter. Is something missing?

Looks like it's slightly detached

there is a slot that something slips into but nothing on the splitter. looks like something is missing

I had another good look and it seems like a screw should come down from above. It's missing on both sides.
Do I have to remove the whole front end to get to it?

This is a photo from underneath the black centre part of the bumper that holds the number plate... also missing screws on each side. Is this normal?

I highly doubt its normal, has it ever been off for any reason?

Took the whole bumper off and fixed it. I can tell you that an Audi TT bumper doesn't come off as easily or quickly as that!
