HELP! Won't start and alarm going off!

Had new clio a week.

Just back from walking dog noticed the sidelights flickering light mad.on closer inspection I can hear something electrically ticking for about 3 seconds then 1 second stop.if I go inside the car the alarm goes off and I can't lock it. Inside the car it doesn't start or even bring up the start up electrics?

Any ideas?

Turns out dead battery

Since dead battery (and taking off terminals) the keyless entry won't work? Or lock for that matter ? Any ideas?

I had that, but I cannot think for the life of me what I had to do. Some kind of reset...grrrr, sorry, I will shut up now, no use
