Handbrake return springs?

Due to the dreaded seized handbrake problem I serviced and cleaned the rear brakes at the weekend and fitted new handbrake cables.
All good until I noticed on the back of the hub it looks like there should be some sort of return spring on the lever that the cables fit into.
The lever has a notch in it and there is another small arm with a hole in it which obviously is made to take a spring. I'm assuming that this helps pull the pads away when the handbrake is released.
Can someone confirm that there should be springs here?
Also could these missing springs be another factor causing the handbrake locking on?
Guess it'll be another trip to the renault spares dept.
