They are using the 'Easy Drift' driver training system. A slip on cover that fits over your existing tyre.

It's quite big in the US and in France and at the moment the only place over here you can have a go is in Ireland.

Mine used to do this thanks to the WANLI tyres the dealer had put on the rear...
