No the steering racks are not the same in all Clio's besides LHD and RHD I had major problems replacing the rack in a 2008 197 Clio I had a total of 8 Genuine Renault racks from the Renault Dealership including a standard Clio rack as the number of turns from left to right were the same but the casting of the standard MK3 Clio rack were shorter so changing track rod ends would not work.
BUT: because the megane mk2 antiroll bar can be the same as a 21mm cup one there might be a possibility a senic\megane steering rack might have the same core rack casting but it will take me time in the salvage yard to figure it out.
