Had the same thing from Tesco car insurance when I tried to change from my Focus to my Clio 197. They basically said our underwriters wont insure you on that car, we can't offer you a policy.
It was frustrating because I was only 1 month away from the end of the current policy anyway! I just had to leave it to run in the end and take out a policy elsewhere then add my NCB to my new policy once the Tesco one ended.
