Yup, it is a joke, just like the rest of the legal system...

I think that it needs to be followed by some jail time along with crushing their car and sending them the bill!

Lol. Agree totally with that, or give the cars to legally insured brittish citizens to sell and keep the profit to offset insurance costs.
