Strange problem..

Missing In Action
I have a strange problem when taking the handbrake off on my Clio, especially if its cold or if it has been raining!

Basically once I disengage the handbrake, the car appears to be "stuck" and only by applying some throttle does the car begin to move. It appears as though the issue itself is with the wheels / hubs. But I can't be sure.

Like I say 99% of the time his happens it is either when it's cold, or it has been raining.

Anyone else have this issue? What's the remedy?

Any sort of direction to a thread guys? I did run a quick search, must be eluding me.
 
There's at least 20 threads about this, they crop up every winter.
