Hazard lights come on when starting engine

Hi

Just working on a friends 197 track car, every time you start the thing the hazard lights flash really fast. Hit the hazard switch and they turn off. Anyone got any ideas/pointers? Car has no alarm fitted if that helps. Would a Clip be able to de-active the alarm if the fact this has been removed is causing the problem?
