Wing vents

You see them on Saab's in front of the back wheel arches underneath they are there to stop air flow lifting water, snow, gravel into sensitive areas such as brakes, driveshaft and shocks more a rally thing you would see on gravel rally cars you have to remember the car is built to sell and run in multiple countries in all conditions tested -50C to +50 or more and driven deep snow for months to gravel/dusty roads most of the year.

Also on the front if you hit standing water the splash can blow back water over your own windscreen see how much water is carried forward in this picture just traveling straight and low speed and you don't have your wipers on and a car coming the other way on a narrow road its keep calm time. I worked for a time with car developers cost is important and to add something to a car has to be justified the designer never gets what he/she wants but safety and reduce warranty claims always win. (ADDED) that's only if they know before production after that unless it's safety they will not add anything.
