Rim knocking control arm

Hi Guys

So I had a complete 197 Cup steering rack fitted to a 197 non-cup.
The inside of the rim catches the lower control arm after 2 full steering rotations, to such a degree that its scraping the inner lip of the rim. On both sides.

Now my question is this,
Is the cup control arm different to a non-cup?
And if so would a 16mm H&R spacer kit sort out my issue?

Only cup differences on 197 are springs and dampers. Steering gear is the same

Ralphy do you know if the control arms are hollow?
