Not able to remap

Went to a very experienced garage for a remap. Turns out it cannot be done, my ecu is not locked, but it does not allow them to access or input anything.

He said hes never seen anything like this in his life. Does anyone know what could be wrong with it? Car drives fine.
2015 MK4.
He advised me not to upgrade exhaust due to this as the ecu, or a sensor is connected and could turn into a costly endevour.

All advice and tips welcome, hopefully someone knows whats going on.

Did you already sought advice in German forum about this? I'm asking because we had somebody also reporting about an issue with an MK4 ECU that isn't locked but can't be rewritten not long ago.

No, not part of any german forum. Only bought the car the other day. Got it back from garage yesterday, hence the post.

Was there an outcome from the german forum?

No, the owner is looking for a solution without luck so far. From what I know the car was mapped by a tuner who says that he didn't locked it.
