I've had mixed experiences with this kind of thing when dealing with the bib, though all of the times the issue is that the Police are effectively powerless to deal with anyone you could describe as a 'youth'.

Though I have to admit that our local ones have always responded pretty promptly even when I've only called 111, even if the operators have the personality of a wooden plank and the empathy of a Nazi dictator.

I've personally never had to deal with the police or this kind of thing (thankfully) but I couldn't stop laughing when I read through that correspondence! The use of the English language to comedic effect is fantastic
