looks to have custom spoiler (front/back) lowered and odd wheels but not sure there is any scaffolding and no roof air vent.

That is the Madeno Racing MR24, they compete in endurance racing. The car runs as the title says at around 240bhp and does so quite happily for 12hrs.

That body kit is ran on some RS200 VLN cars .

The exhaust sounds like standard Clio Cup exhaust .

I'd expect so, the R3 can be spec'd upto 230BHP NA from memory.

It is N/A and some R3 Cars are running around 250 or slightly more in some cases.
