Sounds like a stupid idea to me, I think the suggested option of maybe a more basic test should apply. At the end of the day you can't expect older cars to keep up with todays newer MOT. If you buy/run old you generally know what your dealing with and expect to have to put it through some sort of MOT, you take that away you'll have some right death traps on the road.
I'm with you on that Jason, I think old people need an MOT before being let on the road let alone their cars!
