Is it possible to have harnesses without removing the backseats?

Yep, KTEC do a harness bar with a removable cross bar so you can use the back seats. With the cross bar in place though, the back seats are not very useful.

I really want harnesses too (not fussed about my back seats) but have yet to find an appealing way of fitting them.

You can get kits from Schroth (I think it is them) that clip into the buckles in the rear. But usually you can fit them between the rear seat base and back without too many issues, then if you do need to use the rear seats you use the normal belt

Is it safe to connect them so low? I'm no expert by any means but I remember reading somewhere that the angle you attach the harness at is very important - if it's connected too low your spine could be compressed in a big impact..

Edit: Found the Schroth system, no Clio listed in the drop down menu but they may be a generic fitment? I guess if they've been designed/developed by a reputable company they must be safe..?

Edit 2: From the Schroth site - "Shoulder belts must run from the shoulders horizontally or down, at no more than a 20° angle". So as long as the belts run from your shoulders to the mounting points at 20° or less (from horizontal) it seems it's safe. You would have to check that yourself though because it will vary depending on the car and I guess your height.

that looks nice but I wanted one that had a 5 or 3 point locking system, not a normal belt one :/
 
You won't be able to use any harness while carrying passengers unless you have a 5dr car. You can however use a harness and also retain the standard seat belt for when you do need to take passengers.

In regards to angles, it is generally accepted that going to the rear seat belt points is OK, but they shouldn't go any lower. Obviously closest you can get to around the horizontal mark the better. Renault use these points on the Megane R26.R

The Meg r26r uses 1 piece seats not 2 piece so the same principles don't apply for the clio. The issue with mounting the shoulder belts at too great an angle (eg. to the floor) is the possibility of seat collapse, which obviously is not a concern with a 1 piece seat.
The best/safest way is to use the ktec harness bar & just unbolt the cross bar when using the rear seat.
