Any insurance experts on here

My neighbour has just been hit on a roundabout by an Albanian, driving a car with Albanian licence plates. She has an independent witness and a police report as she called the police because the other driver couldn't speak much English.

She has the car licence plate and a photograph of his documents (not in English). The policeman said give this information to your insurer for them to pursue. Question is what are the chances of this being settled? She could just pay for the repairs herself. The damage is to the passenger door and front wing but the car is drivable. If the insurers won't bother chasing, she might be better off just paying herself.

I'm sure if the insurer feels they have a reasonable chance of obtaining a settlement form the third party they will try to recover any losses from them.
