Steering clunk - somewhere higher than UJ

Lots of posts about steering noises but most seem centred on UJ, geometry and rack issues. I'm fairly certain my problem is much further "north" than that.

When moving from full left lock, there is a notable single clunk which can be felt through the steering wheel after around 1/8 of a turn. To make it happen a second time, I need to return to full lock. The same clunk can hardly be felt at all from the universal joint in the foot well at the same time which leads me to think this is a problem in the upper half of the steering column.

There seems to be no real difference if I adjust the steering rake and reach either.

There is seemingly zero play in the steering either as the smallest movement at the steering wheel is directly translated to the front wheels.

Can anyone propose a possible cause?
