Lower torque mount help

Hi , ok so I’m trying to fit a power flex lower mount but it doesn’t seem to fit, the installation guide says push the stainless steel washer into the recess on the larger bush but there is no recess on either side of the bush and the sleeve that sits in side is also quite loose . can someone tell me if there is something wrong with this or has any body fitted one
