how to open up a survey with tabs?

When you post a new thread, if you scroll to the bottom, there is an option to create a poll - i think this will give you what you need.

Too edit a poll, you DONT go into edit thread, just where it has the poll options at the top where you choose your selections, it has a little yellow pencil next to the poll question.
