They usually wet spray those - lad at work had his wheels p/coated and centre caps wet-sprayed during the week. Being plastic (Normally) you can't powdercoat the centre-caps...... I've bought some new / different ones so didn't have them done. What you see in the pics is the centre of the wheel.
