What I dont understand is how there are 2 more in 2012 than 2011? Maybe write offs put back onto the road or imports?

The stats are measured using Tax data. Two might have been declared SORN in 2011 but were taxed again in 2012.

There was a thread about this a couple of Weeks ago, I think it was Ben_R1, but basically the normal 197 cup is rarer than the limited edition F1. You have to see the funny side to that..
