ive gone to change my tie rod ends, and the old one seems to be different to the new one, I’m not sure if the washer was supposed to stay in the upright, or if the new part is wrong.

The steel boss has come out with the old tie rod that's all, you need to pull it off and press it back in. Don't put the new tie rod in without it or you risk damaging the aluminium hub etc.
